A period is published only once it clears the sample floor, which is why a partial month is withheld rather than shown as a decline. Rates are per 1,000 insured carriers domiciled in the state and are not adjusted for state size beyond that denominator.
Facility counts are derived from the EPA Facility Registry Service, a registry of environmentally permitted sites rather than a census of shippers.
