How this is measured
It is a consistent sample, not a census; rates are comparable across periods and geographies but are not national totals. The index publishes in arrears: FMCSA insurance filings for a month continue to arrive after that month closes, so the most recent period shown is not the current one. A period is published only once it clears the sample floor, which is why a partial month is withheld rather than shown as a decline. Rates are per 1,000 insured carriers domiciled in the state and are not adjusted for state size beyond that denominator.
Facility counts are derived from the EPA Facility Registry Service, a registry of environmentally permitted sites rather than a census of shippers.
